Nestled in Barangay Pinamalisan, Gabaldon, Nueva Ecija, Camp Mingan is a developing conservation park managed by Rural Rising Philippines (RuRi), a non-profit dedicated to uplifting Filipino farmers and fostering environmental stewardship. 

More than a park, Camp Mingan embodies a vision for empowering rural communities through sustainable practices and collaborative efforts. The project recognizes the complex challenges faced by many rural areas today, including the need for reliable irrigation, the impacts of unsustainable land use, and the importance of responsible development that aligns with environmental limits and local regulations.
